The EU and China sides held the 2nd online seminar on the implementation of Decree 248 to provide further clarification on questions and issues raised by the EU Member States and European companies. Representatives from the EU Commission, EU Delegation, EU Member States Agricultural Counsellors, EU industry associations as well as European Chamber attended the meeting and had a fruitful discussion.

European Chamber representatives participated the EU Member States Agricultural Counsellors monthly meeting. During the meeting, participants exchanged with each other the latest updates and discussed concerns on the implementation of Decree 248 (Regulation on the Registration and Administration of Overseas Manufactures of Imported Foods), Decree 249 (The Measures for the Administration of Import and Export Food Safety) and the operation of the new CIFER system. European Chamber shared concerns collected from the industry regarding this issue and provided insights on how to facilitate the registration of European food producers. In addition, participants also shared the latest updates on infant formula recipe registration.

During the meeting, European Chamber shared industry's understanding and concern on the GACC Decree 248 Regulation on Registration Administration of Overseas Manufactures of Imported Foods. Participants also shared latest updates and discussed the main concerns on the implementation of Decree 248. Participants also shared the latest updates on infant formula recipe registration issue.

European Chamber sent a lobby letter to the Bureau of Import and Export Food Safety General Administration of Customs and recommended to extend the implementation date of labelling requirements in Decree 248, Regulation on Registration Administration of Overseas Manufactures of Imported Foods, to Jan 1st 2023. According to member companies' questions and recommendations, European Chamber heavily concerned on the fluid implementation of Decree 248, especially the change of label and packaging under the new requirement in a short period of time. Then, considering the objective industry situation and supporting a fluid implementation of the new regulation, European Chamber recommended a one-year transition period on the labelling requirements in Decree 248.

In April 2021, the General Administration of Customs in China (GACC) released Regulation on Registration Administration of Overseas Manufactures of Imported Foods (Decree 248) and Administrative Measures on Safety of Import and Export Food (Decree 249). Under these two Decrees, all companies importing food into China, especially the manufactures of imported foods, need to comply with the new requirements by Jan 1, 2022. To support the fluid registration of overseas manufacturers of imported foods, the European Chamber organises a series of training sessions focussing on ‘GACC Overseas Manufacturers’ Registration of Imported Foods’ on the registration rules as well as the registration system. The first session on October 17 provided a debriefing on both Decrees.
