European Chamber Meeting with the National Healthcare Security Administration (NHSA)

On 26th August, the Chair of Pharmaceutical Working Group led a European Chamber delegation to visit the Division of the International Cooperation of the National Healthcare Security Administration (NHSA). The Division director welcomed delegates from the Chamber and expressed appreciations for chamber’s support to the NHSA.

The Chair of Pharmaceutical Working Group briefly introduced the European Chamber and the latest Business Confidence Survey. According to the result, more than 40% of European Chamber member companies have achieved positive financial performance thanks to China’s quick control of the COVID-19 in 2020. This will strengthen European companies’ confidence in China. The Chair raised the concerns of Pharmaceutical Working Groups, including IPR issues in the current volume-based procurement scheme and access to medical insurance system for drugs for rare disease.

On behalf of the Healthcare (HCE) Equipment Working Group, the Head of Government Affairs of the European Chamber thanked the NHSA for the previous open and transparent discussions with the HCE Working Group as well as its support to the working group. The current issues that the working group focuses on include the legislation of the Medical Security Law, volume-based procurement and coding of medical devices. Due to the COVID-19, it is difficult to organise any onsite meeting with international participants. The European healthcare equipment industry started to organise an annual event on value-based procurement since 2019. This year, the 3rd European Value-based Procurement Conference will be held in Brussels in December and the HCE will be happy to facilitate the NHSA to join the meeting if there are interests.

The Division Director thanked the delegates from the inputs and responded to some of the issues raised.  European Chamber representatives thanked the NHSA for the meeting opportunity. Both sides agreed to continue to work closely in the future.
