Submission of Call for Comments: Supervision and Management of Major Dangerous Sources of Dangerous Goods in Ports (Revised Draft for Comments)

The general comments focused on the differences between the fast-moving cargo in the port compared to the cargo at the manufacturing site and the identification( GB 18218 Identification of Major Hazard Installations for Dangerous Chemicals ). Another point raised was increasing the number of harbours in china that handle the import and export of dangerous chemicals to reduce the burden on the few ports that currently do so, helping with the efficiency of managing the industry supply chain.

Detailed comments referred to various articles that needed clarification, such as Article 2, in  which the definition of port operator is inconsistent with the provisions on port operation and management as well as an inconsistency between the definition of major hazard installations with identification of major hazard installations of hazardous chemicals (GB 18218).  Article 10 was also mentioned to include names of storage facilities, places and key positions of major hazard installations at ports. Article 12 was noted as an inaccurate description of tank automatic control system. It was proposed that Article 17 and 18 should be consolidated instead of repeated, while Article 19 should identify major risks to be reported to the relevant departments regularly. Finally, Article 27 noted that loading operations do not involve special operations according to the  "Safety code of special work in chemical manufactory" GB30871.
