Meeting with Jinan Municipal Department of Commerce

On 17 June, 2021, Chamber Vice President Mr. Guido Giacconi met with Mr. Teng Zhichao, Deputy Director General, Jinan Municipal Bureau of Commerce. 

Mr. Guido Giacconi started the meeting with the introduction of the Chamber and its Shandong Imitative, addressed the Chamber recent advocacy efforts in supporting foreign employees back to China, lobbying on cancellation of the individual income tax preferential policies for foreigners, and working with European Commission to avoid the political influence to the European business in China.

He also presented the findings of Shandong members of the Chamber annual Business Confidence Survey, chamber members in Shandong overall are very committed to the province, but also reported much lower earnings before interest and tax (EBIT) in Mainland China comparing to other regions, and more companies felt compelled to transfer technology in order to maintain market access than the average level nationwide.

Mr. Guido Giacconi suggested to start the cooperation in the common grounds for mutual benefits, for example decarbonization, China's goal to achieve carbon neutrality in 2060 while Europe aiming at 2050, European companies are leading from the front, and EU companies in Shandong has a more ambitious goal, 86% of them aim to reach the goal by 2030. 

In response to Mr. Guido Giacconi's stance, Mr. Zhang Jun and his team gave examples for Jinan government's efforts in supporting foreign nationals back to China, introduced the supportive policies in attracting foreign talents. In particular development of the New and Old Energy Conversion Pilot Zone,  expecting the cooperation with European Chamber and its relevant Working Groups for practical exchange and investment promotion.
