interim regulation became effective on Oct 1, 2012. Necessary updates are recommended to better reflect and help improve the industry commercial operation environment promoted by China central government. 

We recommend the following measures to be adopted: 

1. to abolish or greatly simplify the license application and administration processes，strongly encourage CAAC to replace the current license application requirements with applicants’ registration only.
2. to add and enhance the supervision and punishment to the players who may abuse the market dominance status.
3. Recommend CAAC to reference and adopt a CRS Code of Conduct, similar to the EU CRS Code of Conduct, in order to:
a) Reinforce the obligation of a neutral display in all CRS systems
b)  Reinforce the neutral and independent role of the CRS, both Chinese and foreign, in China
c)  Prohibit the imposition by any CRS companies of unfair conditions to airlines and travel agencies
