“Rule of Law is the Best Business Environment”: President Wuttke and Working Group Representatives Meet with NPCLAC Vice Chairman Liu Junchen

On 18th October, European Chamber President Jörg Wuttke and representatives from the Legal and Competition, Information and Communication Technology, Healthcare Equipment, and Automotive working groups, Cybersecurity Sub-working Group, Paediatric Nutrition Advisory Committee and the Fashion and the Leather Advisory Committee met with Liu Junchen, vice chair, Legislative Affairs Commission, Standing Committee of the National People's Congress (NPALAC).

Vice Chair Liu emphasised that the rule of law is the best business environment. He said legislation is the primary work of the NPCLAC, and the commission should aim to draft laws that are practical, useful and efficient. Following Vice Chair Liu’s address, the Chamber delegation queried the status of implementation regulations of the Foreign Investment Law, Telecommunication Law, Cryptography Law, Export Control Law, Food Safety Law and Product Safety Law. Also attending the meeting were Huang Wei, director general, Civil Law Department, Wang Xiang, deputy director general, Economic Law Department, Chen Guogang, deputy director general, State Law Department and a few representatives of the Administrative Law and NPALAC Office.

To conclude the meeting, President Wuttke presented the European Business in China Position Paper 2019/2020 and The Digital Hand: How China’s Corporate Social Credit System Conditions Market Actors to Vice Chair Liu, while highlighting the need for ‘competitive neutrality’ and expressing his belief that China’s business environment will be further improved.
