European Chamber President Wuttke and Working Group Representatives Meets with Vice Minister Tian Shihong, State Administration for Market Regulation (SAMR)

On 17th October, European Chamber President Jörg Wuttke led a delegation to meet with Dr Tian Shihong, vice minister of the State Administration for Market Regulation (SAMR) and administrator of the Standardisation Administration of China (SAC).

Also attending the meeting were director generals and deputy director generals from various departments and bureaus within SAMR responsible for standards, supervision and registration including Department of Supervision on Product Quality and Safety, Department of Standards Technical Management, Department of Standards Innovative Management, Registration Bureau, Bureau of Pricing Supervision, Inspection and Anti-unfair Competition.

Making up the Chamber’s delegation were representatives from the Standards and Conformity Assessment Working Group, Automotive Working Group, Cosmetics Advisory Committee, Fashion and Leather Advisory Committee and the Quality and Safety Services Sub-working Group.

All sides discussed issues such as: foreign-invested enterprises’ fair participation in standardisation work; SAMR’s standardisation system reform; the relationship between compulsory standards, social organisation standards and enterprise standards; transparency and fairness in market surveillance; and the Product Safety Law.

To conclude the meeting, President Wuttke presented the European Business in China Position Paper 2019/2020 and The Digital Hand – How China’s Corporate Social Credit System Conditions Market Actors to Vice Minister Tian, while highlighting the need for ‘competitive neutrality’ and expressing his belief that China’s business environment will be further improved.
