On 11st September, an European Chamber Tianjin Chapter delegation led by Dr. Juergen Hasenpusch, board member of Tianjin local board met with Mr. Zhao Peng, Department of Equipment Industry, Tianjin Municipal Industry and Information Technology Bureau (TJMIIT) on the theme of Tianjin intelligent manufacturing support policies. 

 

Minutes

Ms. Catherine Guo, General Manager of Tianjin Chapter welcomed Mr. Zhao Peng. She thanked the Tianjin Municipal Industry and Information Technology Bureau to further follow up with the policy interpretation on the Intelligent Manufacturing followed by a brief policy introduction at a  Chamber meeting with Tianjin Commission of Commerce on 26th June. She believed it was a good opportunity of discussion to clarify questions raised by the Chamber members.

 

Mr. Zhao Peng thanked the Chamber for organizing the meeting with Tianjin European enterprises. He said that European business has been the backbones of Tianjin foreign investment, so they have been always welcomed to apply for and given feedbacks to the policy. Therefore, it was very important for the European business community to better understand the policy system.

The European Chamber delegation consisted of representatives of 8 member companies in the industries of Automotive, Packaging, New Materials, Equipment, Consulting, etc.

 

During the discussion, following issues were raised by the Chamber delegation and Mr. Zhao Peng responded to the questions:

 

1) Background of the Local Policy

 

Implementation Opinions on developing intelligent technology industry to promote the development of intelligent economy and build an intelligent society was issued by Tianjin Municipal Government in September 2017, right after the first World Intelligence Congress held in Tianjin. The development of Intelligent Manufacturing has become one of the focuses in Tianjin's economy since then. Plenty of measures and related policies have been issued based on that in 2018 and 2019. The Department of Equipment Industry, Tianjin Municipal Industry and Information Technology Bureau(TJMIIT) is responsible for the implementation and is also responsible for leading the drafting of relevant rules as well as legislations and coordinating for the system among bureaus at the municipal level.

 

2) Policy Inquiry and Application

 

Two related regulations have been issued by Tianjin Municipal Government in recent years, Policies on accelerating the development of intelligent technology industry in Tianjin issued in May 2018 and Interim Measures on the management of special funds for intelligent manufacturing in Tianjin issued August 2018, in which the definition of Intelligence Manufacturing sectors Tianjin government supports, the application procedure and requirements of companies have been listed clearly. The guidelines and rules have been published on the website of TJMIIT as well.

Mr. Zhao Peng explained that companies are encouraged to raise their questions and issues, and to provide feedbacks directly to his department, the Department of Equipment Industry, TJMIIT when they consider a new investment, to upgrade their production or to get the incentive funds. The main reason for this is that the local policies have been newly set up one year ago, TJMIIT is still training the officials working at the agencies of district level with policy interpretation and real cases they have had, although eventually one company should apply the policy through the district where the company is located.

 

3) Requirement of company

 

Mr. Zhao Peng stated that so far the requirements of companies vary and could be flexible based on the industries, fields, production stages and so on. Basically TJMIIT hopes to offer supports to a wide range of industries in Tianjin, no matter the company are local or foreign companies. TJMIIT would expect to have more attention from European business operating in Tianjin on the related policies in the future.  The data says so far the majority of companies got the incentive funds successfully in 2018 were local companies which were not quite meet the expectations of Tianjin municipal government.

He said they are very happy to see Danfoss, a Denmark company with a plant in Tianjin since 200, has been aware the policies in 2018 as one of the first batch companies. Danfoss has been listed one of the World Lighthouse plants in 2018 when Tianjin offered funds support for their continuous production improvement.  It is a showcase of Tianjin Intelligence Manufacturing polices as well.
