Revision on SME Promotion Act

On behalf of Inter-Chamber SME Working Group, European Chamber has submitted comments and recommendations on the website and through fax to the NPC. 

Regarding to the general principal, the recommendation is:

The Inter-Chamber SME Working Group welcomes the inclusion of both Chinese and Foreign SMEs in the revision of SME Promotion Act. In order to really contribute to the development of the Chinese economy and society, all SMEs, independently of their origin, need to have access to the benefits of the initiatives pointed out in the revision of the SME Promotion Act. Particularly, it is of a great importance to all SMEs to receive a better access to finance and better business operating on environment.

Regarding to article No. 53, 

Encourage public institutions and SOEs to disclose their payment behaviour towards SMEs (i.e. average time for payment).

Regarding to article No. 11, 39,

Include Chinese and Foreign SMEs in China in the national funds, government procurement process.

Regarding to article No.27,

Alleviate the financial burdens to European SMEs through further simplification of foreign SMEs administrative work in China visa, registration, tax, etc.
