The Environment and Circular Economy team is currently implementing 8 projects, focusing on the environment and biodiversity, waste management, rural development, as well as circular economy in different sectors covering plastic, packaging, car and textile, etc.

The Environment and Circular Economy team in GIZ China is working in the field of environment, biodiversity, circular economy, rural development, marine litter and plastic.
The Environment and Circular Economy team is currently implementing 8 projects, focusing on the environment and biodiversity, waste management, rural development, as well as circular economy in different sectors covering plastic, packaging, car and textile, etc.
We are looking for a highly motivated and professional Technical Advisor with a strong technical background and coordination skill, ideally in areas related to circular economy in plastic, car and textile sector, waste management or rural development, and extensive experience in technical and financial project management.
Your tasks
The job holder´s tasks comprise of but are not limited to the following:
Management tasks
· be responsible for the strategic operational and project implementation (in consultation with the line manager and the project team)
· coordinates and prioritizes relevant project activities at the local level in cooperation with the partners, both in the organizational preparation and in the implementation of these activities
· compiles the relevant information and reporting to commissioner
Advisory
· advises the partner institution(s): clarification of orders, identification of needs for advice and cooperation, development of concepts and strategies, provides professional inputs
· identifies the need for external support and advice, develops independent policy recommendations and develops strategic implementation approaches
· formulates task descriptions and terms of reference as well as the selection, coordination and supervision of third parties in the context of the implementation of the project / program activities, including performance evaluation
· oversees the development and implementation of the project / program plans and activities in close coordination with the political and implementation partners
· monitors the technical and financial progress of the project as well as the activities, reviews reports and documents on the progress of joint programs, identifies bottlenecks and recommends alternative management options to the line manager
· leads the local technical development and implementation of project activities in the field of waste management and circular economy and ensures the quality of results
Networking and cooperation
· ensures cooperation, regular contacts and dialogue with partners; carries out public relations and communication work and cooperates with local communities, relevant organizations, non-governmental bodies and people in the context of the project / program as well as with other projects to improve and maintain good working relationships
· communicates local interests and aspirations, passes them on and takes care of the exchange of ideas and information for the benefit of the program / project
· manages local stakeholders from government and private sector and ensures the comprehensible and timely agreement on project activities and aspects related to financin
Other / additional tasks
· takes on other activities and tasks at the instruction of the line manager and project team
· performs a variety of roles, tasks and processes reliably and with high quality if required.
· undertakes business trips (domestic and international) that arise according to the project requirements
Skills & experience
Your profile
· University degree in the fields of circular economy, sustainable development, engineering, environmental science / management, rural development, plastic or similar,
· More than 3 years of professional experience related to above-mentioned fields,
· Experience in policy advice in related thematic areas and ability to work with a wide variety of stakeholders (high-level political representatives, local state and non-state representatives);
· Experience in development and technical implementation of waste management systems and infrastructure projects
· Experience in designing, organizing and facilitating events; proven experience in network management,
· Experience in drafting recommendation papers, guidelines strategies, and legislative proposals,
· Good knowledge of relevant stakeholders in the sector required, knowledge of the international framework and/or of international legislation and good practices on the topic is an asset,
· Complete fluency in English (spoken and written), excellent command of Chinese language, knowledge of other languages of the region will be an asset, German language skills preferred,
· Experience in communication campaigns and in designing gender-sensitive messages and activities; knowledge of local information distribution channels (TV, radio, papers, websites, social media, etc.) would be beneficial.
