Sino-German Cooperation on Climate Change (SGCCC) – NDC Implementation:
In its Nationally Determined Contributions (NDC) under the Paris Agreement China plans to reach peak carbon dioxide (CO2) emissions by 2030, lower CO2 emissions per unit of GDP, increase its share of non-fossil fuels in its energy mix, and increase forest stock volume. Adaptation work will enhance risk management and strengthen early warning and emergency response systems.
With significant portions of the country still developing and urbanising, China grapples with the challenge of reducing greenhouse gas emissions and tackling climate vulnerabilities while also further growing its economy. While China has already become one of the global leaders on renewable energy generation, and electric and smart mobility, there are still a lot of challenges faced by China regarding the achievement of its NDC as industrialisation and urbanisation would imply additional increase in energy consumption and CO2-emissions.
To contribute to full and ambitious implementation of China’s NDC and the Paris Agreement, by 2025 Sino-German Cooperation on Climate Change supports the enhanced implementation of climate policies and measures in China’s 14th Five-Year Plan (FYP), and hence the first five-year phase towards achievement of NDC targets before 2030, as well as planning of the 15th FYP and 2025 NDC communication/update.

Job description:
Our Project “Sino-German Cooperation on Climate Change – NDC Implementation” based in Beijing offers a position as Senior Technical Advisor NDC & Chinese Climate Policy (m/f), starting on 1st October 2020.
The Senior Technical Advisor NDC & Chinese Climate Policy (m/f) is leading the continuous delivery of high quality, up-to-date expertise on Chinese NDC implementation and climate policy at national and province/city levels on the topics 1)-6) within a consortium of highly dedicated climate professionals international and Chinese implementing partners.
Your tasks:
• Leading the development and delivery of high quality, up-to-date expertise on Chinese NDC implementation and climate policy at national and province/city levels on the topics 1)-6) under supervision of the Head of Climate Policy/NDC within a consortium of highly dedicated international and Chinese implementing partners.
• Provision of research, analysis and summary, and development and evaluation of policies, strategies and concepts, on the topics 1)-6) with regard to NDC implementation under China’s 14th FYP.
• Preparing and implementing project activities (e.g. studies, workshops, trainings, study tours), commissioning and supervising studies and experts, in Beijing and in selected provinces and cities.
• Regular contacts and dialogue with Chinese and international experts and government officials at national and local levels.
• Maintain and actively develop a comprehensive network of relevant experts and stakeholders.
• Communicating with partners and relevant stakeholders, building and maintaining strong relations with national and international institutions.
• Participate in coordination, planning, monitoring and reporting of the implementation of the project together with the management team.
Skills & experience
Your profile:
• Master’s degree in economics, Social Science, Environmental Science, Engineering or similar, preferably PhD.
• 10 years’ work experience, with 5 years profound experience in climate policy at national and province/city levels in China and internationally, preferably in the UNFCCC context.
• Excellent network with Chinese and international climate experts in government and research at national and province/city levels.
• Knowledge of Chinese and international policies and best practices on climate change in the context of the Paris Agreement.
• Excellent organizational and project management skills. Efficient, accurate and high-quality delivery of all work-related output.
• Willingness to travel (frequently) outside of Beijing.
• Strong work ethics, reliability, personal integrity and motivation. The successful candidate must be able to handle multiple simultaneous assignments with competing priorities and fixed deadlines.
• Chinese native speaker and fluency in English (written and spoken), German of advantage.
• Experience in working in international teams across different cultures.
• Excellent interpersonal, communication and networking skills. Diplomatic communication and political sensitivity are required due to work in a bilateral government cooperation project of high visibility.
