修订政府核准的投资项目目录，最大限度地缩小核准范围，是贯彻党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》精神、落实《国务院机构改革和职能转变方案》要求的重大举措。按照国务院统一部署，国家发展改革委在广泛征求意见的基础上，会同有关部门研究提出了修订核准目录的建议。近日，国务院印发通知，正式颁布了《政府核准的投资项目目录（2013年本）》。国家发展改革委新闻发言人对此次目录修订的有关情况和下一步贯彻落实的有关工作做了介绍。

2013年7月31日，国务院印发了《船舶工业加快结构调整促进转型升级实施方案（2013-2015年）》（国发[2013]29号），其中明确提出“加强船舶行业管理，完善行业准入条件”。2013年10月6日，国务院印发了《关于化解产能严重过剩矛盾的指导意见》（国发[2013]41号），提出了“修订完善钢铁、水泥产业政策和铝、水泥、平板玻璃、船舶行业准入条件。加强行业准入和规范管理，公告符合条件的生产线和企业名单”。据此，我部根据当前船舶工业转型升级和化解造船产能过剩矛盾的总体要求，在广泛听取国家有关部门、行业协会、地方船舶工业行业主管部门、重点企业、设计研究单位和专家意见的基础上，研究制定了《船舶行业规范条件》（以下简称《规范条件》）。
