MIIT: Release the Guidelines for <Regulations in Shipping Industry>

2013年7月31日，国务院印发了《船舶工业加快结构调整促进转型升级实施方案（2013-2015年）》（国发[2013]29号），其中明确提出“加强船舶行业管理，完善行业准入条件”。2013年10月6日，国务院印发了《关于化解产能严重过剩矛盾的指导意见》（国发[2013]41号），提出了“修订完善钢铁、水泥产业政策和铝、水泥、平板玻璃、船舶行业准入条件。加强行业准入和规范管理，公告符合条件的生产线和企业名单”。据此，我部根据当前船舶工业转型升级和化解造船产能过剩矛盾的总体要求，在广泛听取国家有关部门、行业协会、地方船舶工业行业主管部门、重点企业、设计研究单位和专家意见的基础上，研究制定了《船舶行业规范条件》（以下简称《规范条件》）。
