Dear Working Group member,

The European Chamber is pleased to invite you to the next Legal & Competition Working Group meeting and Chair Elections. It will be held on Thursday, 30 March, 14:00-16:00 at the European Chamber offices in Beijing and Shanghai via video conference.

At the next Working Group meeting, we will have a discussion on the Legal and Competition Position Paper (PP) 2017/18. However in order to prepare in advance and better structure the discussion, we would really appreciate it if you could send your feedback on which would be your priorities in terms of Key Recommendations for the Position Paper of this year to crovelli@europeanchamber.com.cn and smng@europeanchamber.com.cn by Wednesday, 15th March COB.

As you may know, the PP is the Chamber’s key lobbying document and is widely recognized by the Chinese and European governments, EU institutions, business associations and the media as the authoritative voice of EU business in China. It is used extensively for policy considerations, bilateral discussions, cooperation projects and background information. The value and importance of a well-written and well-represented Environment Position Paper cannot be overstated. Please see the Legal and CompetitionPP 2016/17 attached for your reference. The next WG meeting is aimed at targeting the main key recommendations of Legal and Competition Working Position Paper 2017/18 and spotting the lead pens.

In addition, the 2017-2018 Chair elections will be held at the next Working Group meeting. The Chairperson and Vice Chairpersons play a crucial role in driving the Working Group, which includes a leadership role in the drafting of the Position Paper, communicating key messages to Chinese and European government authorities and steering Working Group meetings. The desired characteristics of a Chair and Vice Chairs are a senior industry representative with relevant industry expertise and government contacts who has the time and willingness to support the Working Group. Previous participation in the Working Group is essential. The maximum duration of Chairperson or Vice Chairperson of a Group is three consecutive years. Candidates are only eligible for Chair or Vice Chair positions if he/she is physically based in China. Only Corporate members are eligible for Chair and Vice Chair positions.

The Legal and Competition Working Group is going to elect one national Chairperson and three Vice-Chairpersons.

1.  One Working Group Chair based in Beijing or Shanghai to serve as the National Chair.

2.  One Vice Chair based in Beijing or Shanghai to serve as Vice Chair and Local Chair (a local Chair can only be based in the city where there is no national Chair).

3.  Two Vice-Chairs based in one in Beijing and one in Shanghai.

Should you be interested in putting your name forward for election, please, firstly, read the attached “Working Group Chairs’ Code of Conduct” and “Roles and Responsibilities”. To apply, please send a short biography and motivation letter, stating whether you intend to run for Chairperson or Vice Chairperson, to crovelli@europeanchamber.com.cn and smng@europeanchamber.com.cn at the latest by Wednesday, 15 March 2017 COB.

- 14:30 – 15:00: Update on the e-commerce law and next steps to take (Carlo d’Andrea)

- 15:00 – 15:45: Discussion on the Legal and Competition Position Paper 2017/18 (appointment of the lead pens and drafting of the KRs)

- 15:45 – 16:00: Discussion on the upcoming Working Group activities

As usual, we welcome your suggestions for possible agenda topics and speakers for this and future meetings.
