Recently, Guangzhou Customs launched a series of new measures and new regulations to improve the efficiency as well as the business environment. Apart from answering the questions in practical fields such as AEO regulations and CCC Certificate, the Guangzhou Custom will also explain the efficiency-improving measures and new changes of customs clearance integration. 

在此次答疑交流会上，广州海关在宣传“提效降费”相关政策措施的同时，将分享关于关检融合后通关细节的变化，并就会员企业所反馈的企业信用管理办法和认证标准、3C证书等问题进行释疑。

Below are some questions we collected, for your reference: 

以下是我们收集到的部分问题，仅供参考：

1. 对于海关机构改革，广州海关能否对改革后部门职责以及办事流程的变化进行简要说明？

     1.1   改革后，具体是由哪一部门受理有关广州海关稽查、加工贸易各原产地证书的事务？此类事务的办事指南有无更新？

     1.2   在海关总署发布2019年第20号公告（关于增列海关监管方式的公告）后，广州海关辖区内企业企业在特许权使用费的后续申报事项中应注意哪些问题？有哪些指引/指南？

     1.3   关检合并后，有关危险品进口（如油漆）的前期证书申请作业变得更加复杂，合并前去商检两次能办完的事情，现在要跑四次，问能否简化流程。前后流程可见下文：

                   关检合并前：准备好所有资料 --- 交商检局现场申请 --- 现场出受理回执 --- 企业凭受理回执办理进口报关 --- 现场补交样品 --- 出证 --- 受理部门快递到企业

                   关检融合后其中一个证书要去另外一个部门办理，流程变更为如下：

                   准备好所有资料 --- 交商检局现场申请 --- 5个工作日后去受理部门领受领回执 --- 企业凭办理回执办理进口报关 --- 现场补交样品 --- 出证 --- 去受理部门取证书（不发快递）

2. 企业对AEO认证的问题与建议。

     2.1   在2018年32号公告（关于《中华人民共和国海关企业信用管理办法》及相关配套制度实施有关事项的公告）发布后，广州海关有无计划针对已认证企业进行重新认证计划？若有，企业应通过何种方式及途径提前了解具体安排？

     2.2   若企业在AEO认证过程中出现问题，广州海关能否给予修正机会？毕竟对企业而言，一次性通过认证是十分困难的。

3. 企业关于提高强制性产品认证（3C认证）时效的建议。

     3.1目录内免除3C认证的证书有效期较短，而批准流程及时间太长，需要的资料非常多。因此能否压缩流程或提高时效？能否减少需要提供的材料？

*If you need a VAT special invoice (fapiao) for reimbursement, please provide a complete information of your company that includes: identification number, company phone number, issuing bank, and issuing bank account. 增值税专用发票信息：如果您需要报销增值税专用发票，请提供纳税人识别号，公司电话，开户行以及开户行账号。

Payment   付款

You can pay at the day of the event using cash or WeChat Pay. The European Chamber can give you an official receipt or fapiao, it will be sent to you by posting 10 working days after the event. 你可以选择在活动当天现场现金支付或者使用微信支付。中国欧盟商会可以提供活动回执或发票，在活动结束后10个工作日内以邮寄的方式给你。

Terms & Conditions   注意

Events have limited seating so to ensure your attendance we encourage advance online registration and payment for all events. We cannot guarantee entry to anyone not registered in advance. 由于活动的名额有限，我们鼓励你提前在线注册和支付以保证你的席位。我们对于没有提前支付的人员，不能保证活动名额。

Cancellation Policy   取消

If you cannot attend an event for which you have registered, please cancel your registration no later than one business day prior to the event. If you fail to notify us of your cancellation in a timely fashion, you will be charged for event costs. 如果你无法参加，请至少提前一个工作日以上通知欧盟商会取消。如果没有提前通知，你仍然将被收取活动的费用。
