The Decision on Amending the Law of the People's Republic of China on Individual Income Tax has recently been adopted at the Fifth Session of the Standing Committee of the 13th National People's Congress and will enter into force as of 1st January, 2019.

关于修改中华人民共和国个人所得税法的决定，已于第十三届全国人民代表大会常务委员会第五次会议上通过，自2019年1月1日起施行。

The reasoning behind the reform seems to indicate that China wishes to reduce the burden on it's working class, closing the loopholes evident in China`s personal tax regime and adhering to international tax norms. The Decision covers wide sweeping changes including the Residence Definition Change for Foreigners, the Worldwide Income Tax or the "183 Day Rule", personal deductions for Chinese nationals and work permit holders, new general tax avoidance laws and a new tax bracket system.

这次税改的背后，是中国政府希望减轻工人阶级的负担、弥补中国个税制度所存在的明显漏洞和向国际税收制度靠拢。本次改革也将在其他广大范围引起一系列的变化，例如外籍人士居住定义的变更、全球所得税或183日规定、中国公民和拥有中国工作签证者的个人扣除额、新的常规避税法和新的税收等级制度。

Tommaso Colli, General Manager of PHC Advisory Shanghai, a company of DP Group. In his role he is responsible for coordinating the company's 5 offices in the Greater China Area in providing their clients with Outsourcing of Back Office Activities, Tax, Accounting and Financial Supervision, Due Diligence and Company Valuations. Prior to his role in PHC, Mr. Colli has obtained extensive experience in roles in the area of Tax, Accounting & Advisory for various small to medium advisory firms in the Chinese marketplace.

His educational background ranges from his native Italy to China as he is a graduate from Bocconi University and Fudan University. He has worked for RsA Asia, C&A, ValueLab, KPMG and Accenture in his storied career. He has also acted as an assistant professor of Chinese Taxation in Shanghai Jiao Tong University.

In this role he is responsible for the development of foreign invested businesses in the Chongqing/Chengdu area in collaboration with D' Andrea & Partners' offices globally, ranging from China, Italy, India and Vietnam.

A diverse educational background which ranges from Corporate Law to International Marketing Principles, from Universities such as National University of Ireland, Galway and Yonsei University, Korea.
