Elliot is a Shanghai based European lawyer who advises international companies on contentious and non-contentious IP issues, with a special focus on litigation and enforcement in China. During his last 11 years in China he has conducted a wide range of trade mark and copyright, and especially patent litigation cases in China.
Elliot is “Recommended” for China IP in the Legal 500, ranked in the World Trade Mark Review list of 1000 leading Trade Mark Practitioners in the years 2011 to 2015 as well as Intellectual Asset Management’s (IAM) list of ‘Patent Litigation Top 250 Practitioners 2011 and 2012’ and ‘Top 1000 Leading Patent litigators 2012, 2013, 2014 and 2015’

Elliot is a Solicitor (England & Wales), an Attorney-at-Law (NY), and a Barrister & Solicitor (Victoria). He has been practicing IP law since 1995, qualifying with leading Australian firm Clayton Utz. He holds Bachelor degrees in Commerce and Economics from Murdoch University (Western Australia), and read Law at Monash University in Melbourne, before reading for the B.C.L. at St Catherine’s College, University of Oxford. He is currently researching his Doctorate at the University of Bern’s World Trade Institute.

Harry Zhang is Vice President, Greater China Practice Leader, for Sandler, Travis & Rosenberg Ltd., based in the China and Hong Kong region. He assists clients with a wide range of international trade and China Customs-related affairs including tariff classification, valuation, import licenses, free trade agreements, free trade zones, bonded operations, logistics management, inspection and quarantine, customs audit and anti-smuggling case defense, compliance programs, reviews and training, and dispute settlement.

Mr. Zhang brings vast experience in China Customs matters to ST&R. He served for six years with China Customs, holding positions in the Investigation, Audit and Risk Management divisions. Before leaving government service, he served as a section chief in the Division of Administrative Legal affairs of China Customs. This experience aids Mr. Zhang in applying his knowledge and insights to assisting clients with navigating customs laws and regulations at the local and regional levels as well as with the General Administration of Customs in Beijing. Following his tenure with the government, Mr. Zhang worked for six years as an executive with a global professional services firm overseeing trade and customs management services in the greater China region.

Mr. Zhang holds a a global executive master of business administration from China Europe International Business School (CEIBS) and a bachelor of law degree from the South China University of Technology.

SALLY PENG is a Member with Sandler, Travis & Rosenberg P.A., resident in the Hong Kong office. She is also the Asia-Pacific Practice Group Leader. Her practice is focused on counseling multinational corporations on a wide variety of international trade and Customs issues, including free trade agreements, Customs laws, antidumping and countervailing duty matters, FCPA compliance and US and Hong Kong import and export control regulations.

Ms. Peng advises private sector clients on customs issues such as the First Sale rule and other valuation matters, duty refunds and tariff reductions, foreign-trade zones and customs audits. Ms. Peng has extensive experience with statutory and regulatory compliance, such as US CF-28s/29s, prior disclosures, penalty mitigation, and corporate manuals and training. She also assists clients in determining whether their goods qualify for duty-free treatment under various free trade agreements or trade preference programs.

Ms. Peng also works closely with ST&R's International Trade Policy practice professionals to represent countries, entities and trade associations in free trade agreement negotiations, including Trans-Pacific Partnership (TPP) and Regional Comprehensive Economic Partnership (RCEP) negotiations. Ms. Peng has been a key member of more than 10 trade missions, meeting with government officials in China, Vietnam, Indonesia, Cambodia and Bangladesh. She also represented the American Chamber of Commerce in Hong Kong while hosting government officials from China, Vietnam, Cambodia, Philippines, Bangladesh and Ethiopia.

Prior to joining ST&R Ms. Peng served as attorney for a U.S. private equity fund focusing on investment in China. Her experience includes advising on a variety of Chinese companies and commercial transactions such as commercial financings, mergers and acquisitions, and private placements of securities. Ms. Peng was a summer associate at a Chinese law firm in Beijing where she assisted in representing clients in WTO dispute cases, EU anti-dumping proceedings, and comment submission to U.S. agencies.

Ms. Peng holds a J.D. from the University of Florida Levin College of Law, a diploma from Peking University Law School in Beijing, and a B.A. from National Chengchi University College of Law in Taiwan. She is admitted to practice in Massachusetts and the District of Columbia. She is a native Mandarin speaker and writer and is fluent in English and Taiwanese.

Ms. Peng currently serves as Co-Chair of the Apparel & Footwear Committee of AmCham Hong Kong and is a Senior Advisor to the Hong Kong General Chamber of Textile Limited.
