Since 2007, a mandatory employment quota (1.5% of the workforce) for national and private entities was introduced by the Regulation on the Employment Promotion for Persons with Disabilities. In 2015, the Ministry of Finance and the China Disabled Persons Federation jointly issued the Methods on Levying, Use and Management of Employment Security Fund for Persons with Disability No. 72 [2015] (“Methods”), introducing a change in its calculation.
As an indispensable pillar of diversity and inclusion strategy, human resources management and corporate social responsibility to facilitate equal employment opportunities, various good practices among different industries have been done to promote the integration of people of disabilities, including their proactive contributions to the Employment Security Fund for Persons with Disability.
Methodology:
Disability equality training (DET) is a dynamic, highly participatory and interactive approach to stimulating attitudinal change towards disability inclusion among UN personnel, government officials and other decision-makers, social partners, NGOs, employers, civil society and the general public. Developed in Ireland in the 1990s, DET is used by UN agencies, including ILO, UNESCO, UNICEF, OHCHR and UNITAR, and has been delivered on four continents to a very wide variety of participants, from Members of Parliament and company CEOs to schoolchildren and villagers.
The methodology respects participants as experts in their own fields, and aims to build on their existing knowledge and skills. Adaptable to local contexts, DET is aimed at increasing the participants’ confidence and competence of disability inclusion.

Training objectives:
The new calculation method of the Employment Security Fund since 2015, which is based on the average annual salary of the company employees instead of the previously required amount (city average annual salary) regulated by the local government, will have profound implications for many businesses.
More companies are coming to the awareness that this would potentially add more challenges on their financial situation, and the need to include persons with disabilities into the business cases, especially during the period of ‘New Normal’ when the domestic economy is slowing down, despite their willingness to support equal employment.

- Create active awareness of, and commitment to, realizing the human rights of people with disabilities

- Create deeper understanding of impairment, barriers and disability and how these impact on participants’ work and lives
- Introduce participants to basic tools and concepts that they can apply in their work, so that people with disabilities can achieve equal access to and participation in services, employment and social life
- Stimulate actual and meaningful change in participants’ day-to-day work and lives.
