Since the issuance on the 13th Five Year Plan on the Development of Building Energy Efficiency and Green Buildingsand the 13th Five Year Action Plan on the Prefabricated Buildings in March 2017 by the Ministry of Housing and Urban-Rural Development (MOHURD), China has entered the new era of developing the construction sector and cities with a greener approach. Last year has witnessed great expansion in green buildings and construction material nation-wide, particularly prefabricated buildings and passive houses. In addition, on 20 April 2018, the State Council approved the Planning Outlines on Xiong An New Area, and the Outlines suggest that the Xiong An New Area will adhere to the principle of green and low-carbon development by promoting green design, construction and operation, energy-saving residential buildings and using green construction material and prefabricated and recyclable methods.
In the previous dialogue with the Beijing Municipal Commission of Housing and Urban-Rural Development in January 2018, it was mentioned that by the end of December 2017, 274 projects in Beijing obtained the green building labels with the total construction area of 32,012,800 m2, among which 36 projects obtained the green building operation labels while 238 projects obtained the green building design labels. The size of construction area for prefabricated buildings through land tendering and bidding procedures was about 8,400,000 m2 by the end of 2017 in Beijing, which accounted for 70% of the total leased land area, among which 4,010,000 m2 were used for indemnificatory housing and 1,050,000 m2 were allocated for construction projects of high-standard commercial residential buildings. To echo the Implementing Opinions of Beijing Municipal Government on Accelerating the Development of Prefabricated Buildings, by the end of 2018, completed prefabricated buildings in Beijing will account for more than 20% of the newly constructed area in total, and by 2020 the ratio will amount to more than 30%.
Considering that the expanded market on green buildings and building energy efficiency technology in China will present enormous business opportunities for relevant member companies, the European Chamber is pleased to invite Mr. Peter Li, Head of International Cooperation Department, China International Windoor City and Orient Sundar Group, to share his insight and analysis on the market of green buildings in China and its impact on Beijing-Tianjin-Hebei integration as well as Xiong An New Area, followed by a roundtable discussion with members.
The China International Windoor City(中国国际门窗城), under the Orient Sundar Group, is located in the international innovation park for energy saving building technology and covers an area of 500,000 m2 which includes 10 professional exhibition halls with a size of 100,000 m2. These halls display world-renowned companies of the windows and door industry as well as suppliers and related industries such as energy-saving material, heat insulation systems, energy-efficient ventilation systems and more. This results in the Windoor City being a displaying and sales platform for doors, windows, hardware, profiles, glazing, colours, gaskets and other energy-saving materials. In order to further grow this international centre for the energy-saving building industry, new facilities have been added such as a research centre for doors and windows, a national test centre for doors, windows and facades, a warehouse for logistics and customs, the world only museum for windows and doors, the first prefabricated house built in the passive house design, an experience centre for physical features of energy-efficient doors and windows as well as a production line with an area of over 1 Mio. m2. In addition, the China International Windoor City will organise the 23rd International Passive House Conference 2019 in Hebei Province.
