Liang Gong is a Tax Controversy Partner in PwC China’s Shanghai office. He has over 12 years experience in providing China tax and business advisory services for multinational companies and China domestic companies. Currently he is leading the tax controversy practice of PwC in central China.

Before joining PwC, Liang had 7 years of working experience in Qingdao State Tax Bureau and gained first-hand experience in Value-added tax (“VAT”) refund, tax audit and tax administration issues. During that time, Liang was often called up by the State Administration of Taxation to join the taskforce of many nationwide tax audits. Further, Liang shared his experience and viewpoints via articles in several national and provincial journals.

Liang has been dedicated to providing China tax and business advisory services for his clients, and he is experienced in tax controversy services. His major industrial focus include manufacturing, FMCG, real estate, etc. Over the years, Liang has achieved various successful outcomes for his clients on tax controversy cases in a wide range of corporate restructuring, VAT, Business Tax, export VAT refund, treaty benefits, tax audit defense and tax appeal cases.

Liang’s capacity covers China tax and structure planning, tax negotiation, China indirect tax, tax internal control, foreign contractor advice, tax audit/investigation support, etc. 
Liang has an MBA from the University of Oxford as well as a Master Degree in Economics from Renmin University. Liang obtained his Bachelor of Economics with a major in Taxation from Xiamen University. He also holds his CTA qualification.

Frank Gao is a Tax Director based in Shanghai office of PwC China. He provided tax controversy service, covering a wide arrange of areas including tax auditing defense, assisting foreign and domestic companies in solving tax disputes with tax authorities related to international taxation, income tax, VAT, etc..
 
Before joining PwC, he was a director in the International Taxation Department of China State Administration of Taxation (SAT), and has 20 years of experience in drafting tax policy, conducting tax auditing related to international transactions, and coordination with foreign tax authorities. Within SAT, He was specialized in transfer pricing, exchange of tax information (CRS related), non-resident taxation. He acted as a major role in drafting many influential rules such as Circular 698 (related to the taxation of indirect transfer of shares by nonresident), Circular 19 ( PE constitution from secondment arrangement by foreign companies), etc.. From 2013-2016, he was entrusted to lead a special task team of SAT to participate in G20/OECD BEPS project, and headed up most of the Digital Economy (Action 1) negotiations on behalf of China.

Frank witnessed the comprehensive transformation of legislation and administration in international taxation and other areas in China as an tax official in SAT, and has established an extensive and sound relationship with tax officials in headquarter and local levels.

Frank Gao was granted M.A in Economics of Yatsen University, M. S. in Taxation of Golden Gate University, and Ph.D. in Economics of Renmin University of China (RUC), and is now an Adjunct Master’s Supervisor in RUC.

As the Vice President, Finance & Business Development, Ida is responsible for overseeing and developing team to effectively partner with China leadership team to drive profitable growth. She and her team drive all Finance /Accounting and Business Development activities including control, reporting, Planning and Analysis.

Ida joined the Thermofisher Scientific in 2007. Prior to this role, Ida led Global Operations Finance team for Life Science Solution Group. Her earlier roles included leading Financial Planning & Analysis, Merger and Acquisitions finance for Invitrogen where she has managed all financial budgeting and forecasting process while supporting Investor Relations and large strategic acquisitions valuation. Ida also spent 7 years at Gateway Computer where she held various finance positions to lead Commercial Finance team to drive growth and profitability.

Ida holds a bachelor’s degree in Engineering and minor in International businesses from Zhejiang University of Technology as well as a MBA in Finance from College of William & Mary. She is also a Certified Management Accountant (CMA).

With about 28 - year Chinese tax experience, Anna is the Vice Director of the Tax Department of BASF China, based in Shanghai.

Since joining BASF Shanghai end of 2006, she advises BASF on China – related tax matters, such as M&A, TP matters and tax compliance. Prior to joint BASF, Anna was a tax Manager in another multinational company in Beijing and a tax official worked in the State Administration of Taxation (“SAT”), P.R.C, China.

She has 20 – years professional experience on serving and advising companies on numerous business transactions including procurement, manufacturing, financing, cross border supply chain and transfer pricing. She assisted the company in developing tax strategies for operations in China and building up line of defense during tax audits.

Anna was a tax official of the State Administration of Taxation (SAT), People's Republic of China from 1989 through 1997, and was mainly responsible for making tax policies related to foreign investment and foreign expatriates working in China. She represented China in an IMF seminar regarding VAT reform with various countries, participated in drafting the VAT, Business Tax and Consumption Tax Law and regulations that have been effective since 1994.

Anna received an EMBA by the State University of New Jersey, 2002 and Bachelor major in Economic Law, Beijing University, 1985.
