The European Chamber is delighted to invite you to join the next Auto Components Working Group Meeting: Will California Cap-and-Trade System and Tesla model be Applied in China? at 9.00-10.30, on the 27th October, 2017, at the European Chamber Shanghai Office.

China strives to boost low-emissions and new energy vehicles in order to boost its global competitiveness in the auto sector, improve energy security and benefit the environment. In addition to numerous policies furthering the development and use of NEVs, China is further tightening automotive emissions regulations.

In tightening environmental rules for the automotive sector, China often looks abroad for inspiration on how to refine standards and guidelines. The US state of California has been a pioneer in setting emissions standards that force technological evolution in the auto industry. Ongoing environmental and climate-change discussions between Chinese and Californian leaders will therefore incorporate learnings for the transport industry.

Having followed Chinese political and regulatory developments over the past decade, Julia Coym will provide an assessment of upcoming environmental regulatory trends in China. Julia will outline changing automotive emissions regulations in influential jurisdictions like California, and the potential for China to follow suit or surpass these rules. Julia will offer recommendations on how to respond to new rules in the wider China regulatory and environmental context.

Julia Coym is a Senior Analyst in Control Risks’ Global Risk Analysis practice, based in Shanghai. Specialising in political, security and regulatory issues in China and North-East Asia, Julia leads the practice’s work in the automotive sector and has a decade of experience advising clients on how to respond to intensifying regulatory enforcement on anti-competition, anti-corruption, environmental and cyber issues, as well as industrial policy implementation.

Her recent projects include:
 Policy review and government engagement support for a US company adapting its strategy with both the US and Chinese governments around Made in China 2025 and pending US-China tariffs
 A security threat assessment for a Jiangsu-based chemical company and an environmental regulatory threat assessment of a foreign chemical company’s potential investment target
 Bespoke monitoring of political and regulatory risks resulting from a recent surge in investigations into foreign automotive companies in China
 Analysis of political and regulatory issues in the Chinese automotive industry as part of a multi-country benchmarking project of a client’s key markets globally
 Stakeholder mapping of key government institutions participating in intensified anti-corruption and anti-competition enforcement against a multinational healthcare company in China
 Security, operational and political threat assessment for a multinational company’s product transport routes to key processing sites in China
 Development of a bespoke risk assessment tool with a multilateral financial institution investing in emerging markets

Prior to joining Control Risks, Julia was a principal political risk analyst for Maplecroft, a UK-based global risk and investment advisory firm, where she wrote and oversaw risk assessments on China and other Asian countries, focussing on the transport, financial, extractive and retail sectors. She was also previously a contributor of political and economic analysis for the Economist Intelligence Unit.
