Dear members,
The Petrochemicals, Chemicals & Refining (PCR) Working Group is glad to invite you to their next Joint Working Group Meeting, that will take place on Wednesday, 27th September, 16:00-18:00 at the European Chamber Shanghai Office. Members from Beijing can join via videoconference.
During this meeting, we will have a discussion about the recent campaign to enforce environmental law from the MEP and local environmental protection agencies.
Since February 2017, the European Chamber PCR Working Group has discussed this issue, which has been included in our 2017/2018 Position Paper, launched on Tuesday, 19th September, 2017.
In the past three months some members of the European Chamber have found increased difficulties to operate their business, mainly as a consequence of environmental regulation strictly enforced by the MEP and local environmental protection agencies. In some cases, companies have been forced to stop their production immediately. According to the information received by the European Chamber, the involved areas mainly include Jiangsu Province, Zhejiang Province, Shandong Province, Guangdong Province, Shanghai and Tianjin.
The PCR WG is organising this joint meeting in order to discuss the scope, targets and likely impact in their supply chain and the business and investment climate of this campaign. The European Chamber invites all its members to share cases and information to understand how to cope with the new paradigm for environmental law enforcement.

Mr. Johnny Browaeys
Mr. Johnny Browaeys
Johnny Browaeys is a corporate entrepreneur with twenty-four years cross-country and cross-cultural environmental experience bridging east and west.
Johnny set up the first Environmental Consultancy in Western China for ERM in 2005. At CH2M Hill he started the Environmental Engineering Business Unit pioneering soil and groundwater remediation in China. At BARCO he worked with the Chinese R&D team on product innovation and strategic marketing. During a sabbatical he developed cleantech exchange platform e8Resoures helping young professionals on the way supporting cleantech startups (eg. Seeder Clean Energy), after which he was approached by DuPont as corporate entrepreneur to create Sustainability Services for the China market. Currently Mr. Browaeys works with GREENMENT Environment supporting both western and Chinese companies inside and outside of China.
Over the past 15 years Johnny advised hundreds of foreign companies during Mergers & Acquisitions in China, originally mainly entering but more recently also exiting China. He worked closely with many multinational companies at various stages of project development, operation and closure, advised clients on applicable laws and their implementation, managing and mitigating environmental liabilities.
Ms. Julia Coym
Ms. Julia Coym
Julia Coym leads Control Risks’ political and regulatory risk consulting team for Greater China and North Asia and is based in Shanghai. With 15 years advising organisations on risk and corporate strategy, Julia helps clients respond to rising geopolitical risks, the politicisation of technology and data, industrial policy, as well as anti-competition, cyber security and other regulatory enforcement.
Prior to joining Control Risks, Julia worked as a Principal Political Risk Analyst for Maplecroft, a UK-based global risk and investment advisory firm, where she wrote and oversaw risk assessments on China and other Asian countries, including focusing on the manufacturing, extractive, transport, financial, retail and other sectors. She was also previously a contributor of political and economic analysis for the Economist Intelligence Unit.
Julia speaks Mandarin, is a native German speaker, is fluent in French and has previous experience in Frankfurt, Washington, Paris, Beijing, London and Berlin.
Mr. Rogers Wu
Mr. Rogers Wu
Rogers Wu has chemical engineering and law education background. Before he practices as lawyer, he has more than 10 years working experience at DuPont as technical engineer, manufacturing supervisor, project resource, EHS manager as well operations director. Now he is engaged as government counsel by Shanghai Environmental Protection Bureau and Shanghai Administration of Work Safety. In 2015, he was engaged to handle the “12·31” Shanghai Bund Accident (36 fatalities). He is the volunteering lawyer of All-China Environment Federation (ACEF), Friend of Nature (FON) and China Biodiversity Conservation and Green Development Foundation (CBCGDF). He is the lawyer of No.1 environmental public interest litigation in Suzhou as well as the lawyer for Changzhou Poisoned Land appeal case.
Rogers Wu and his team are experienced in providing EHS legal advices, training, permit application, compliance assessment, due diligence, emergency response, government interactions, hearing, administrative review, arbitration and litigation, etc. Now he is providing EHS legal services for a large number of fortune 500 companies including European companies.
