On 16 August 2017, the State Council officially released the Notice of the State Council on Several Measures of Promoting Foreign Investment Growth (hereinafter referred to as “Guo Fa [2017] No. 39”). The State Council’s latest Guo Fa [2017] No. 39 urged governments and departments to build a legal, international and convenient environment for foreign businesses, through continued efforts in supply-side reform, administrative streamlining and service optimization.
2017年8月16日, 国务院正式发布了《国务院关于促进外资增长若干措施的通知》(下称国发〔2017〕39号文)。最新发布的国发〔2017〕39号文鼓励各政府机构和部门继续推进供给侧改革、简政放权和优化服务，努力为外资企业营造一个合法、便利、国际化的投资环境。
The European Chamber is pleased to invite you to an Exclusive Dialogue with Mr Ye Wei, Deputy Director General of Department of Foreign Investment Administration, MOFCOM to interpret Guo Fa [2017] No. 39.The Department of Foreign Investment Administration has drafted the text of Guo Fa [2017] No. 39 and has been playing a leading role in coordinating different ministries and departments to implement it. At this Dialogue, DDG Ye will provide first-hand information about this document, analyze what impact the Guo Fa [2017] No. 39 will bring to FIEs in China and how it will be implemented. DDG Ye will also interact with participants at the event in the Q&A session.
商务部外国投资管理司起草了国发〔2017〕39号文， 并在协调各部门实施过程中扮演了重要的角色。此次，中国欧盟商会有幸邀请到商务部外国投资管理司副司长叶威先生，为与会者提供关于国发〔2017〕39号文的第一手信息。叶副司长将对国发〔2017〕39号文进行解读，并分析该文件会给在华外资企业带来那些变化和影响。发言结束后，叶副司长也将在问答环节与参会者互动。
Given that many articles in the Guo Fa [2017] No. 39 involve various ministries and in order to fully prepare for the Dialogue, the MOFCOM would like to collect the most interested questions about Guo Fa [2017] No. 39 in advance, so that they can work with relevant ministries to get the answers and present them to participants at the event. Therefore, you are more than welcomed to join us and send your questions to DDG Ye to intern006@europeanchamber.com.cn in Chinese by COB 5 September.
