European Chamber sincerely invites you to a policy interpretation on the new regulations for foreigners working permit in April, where Mr. Liu Su, Deputy Director General of Foreign Experts Bureau of Jiangsu Provincial Department of Human Resources and Social Security will share with you latest development of China’s new Foreigners’ Work Permit Policy and introduce the new online service system. Meanwhile, Mr. Yang Xingliang, Deputy Director of Exit-entry Bureau of Jiangsu Public Security Department will share with you current exit-entry policy of Jiangsu and analyze positive policy expectation.

The pilot scheme on work permits for foreigners was introduced in October 2016 and will be implemented nationwide in April 2017. By combining the current two certificates into one, the scheme will classify workers into three categories to encourage inflow of high-level talents, control that of mid-level talents and restrict that of low-level talents, aiming to streamline work permit applications for foreign workers, in order to absorbing more high-level foreign talents and improve service capability for them.
国家外国专家局于2016年10月至2017年3月出台并在9个城市试点了《外国人来华工作许可制度试点实施方案》，此新政策将在2017年4月在全国范围内正式施行，它将来华工作的外籍人员实施分类，目的是为引进、使用高层次外国人才，控制一般人才，限制低端人才，以创造更积极、更开放、更有效的政策环境，提高外国人才发展服务环境。该制度将原“外国人入境就业许可”和“外国专家来华工作许可”整合为“外国人来华工作许可”，以进一步明确工作职责、减少重复审批、避免监管漏洞、提升办事效率。
Mr. Liu Su will inform about the new regulations and attendees will have the opportunity to consult with governmental officials face to face during the Q&A session, where members will have the opportunity to enhance understanding of the new regulation and benefit your work. Mr. Yang Xingliang, Deputy director of exit-entry bureau of Jiangsu Public Security Bureau will give detailed explanation of Jiangsu's port visa policy, 144-hour visa-free transit policy and working permit promotion policy.

Section II: HR Forum Chari/Vice Chair Election
Additionally, we will hold 2017-2018 Chair elections.
The Human Resource Forum Chair and Vice Chair play a crucial role in driving the Forum, which includes a leadership role in communicating key messages to Chinese and European government authorities and steering Forum meetings. The desired characteristics of a Chair and Vice Chairs are a senior industry representative with relevant industry expertise and government contacts who has the time and willingness to support the Forum. Previous participation in the Forum is essential.
The maximum duration of Chairmanship or Vice Chairmanship of a Forum is three consecutive years. Candidates are only eligible for Chair or Vice Chair position if he/she is physically based in China and it is recommended that the member holds the position in the Chapter where he/she is physically based. Only Corporate members of the Chamber are eligible for Chair positions unless specific approval has been obtained from the Chamber’s Executive Committee. Both Corporate and Associate members are eligible to hold Vice Chair positions. For the Human Resource Forum, it is possible to have at most one Chair and two Vice Chairs.
