The European Chamber is pleased to invite you to the next Construction Working Group Meeting and Chair Election on Friday, 17 March, 9AM-11AM, at the European Chamber Beijing Office. Members from Shanghai Chapter are welcomed to join in the meeting through videoconference system at our Shanghai Office.
The Joint Declaration on the EU-China Partnership on Urbanisation signed by leaders of the European Union and P.R China in 2012 opened a new chapter of EU-China urbanisation cooperation. The past five years have witnessed wider, deeper and more concrete cooperation between the two sides. In addition, 2022 will witness another major event: The Winter Olympic Games in Beijing & Zhangjiakou (张家口).
As 2017 marks the fifth anniversary of the EU-China Partnership on Urbanisation and the initiative of upcoming construction projects in Zhangjiakou, the chamber will invite representatives from the EU-China Industrial and Commercial Investment Promotion Union (ECIPU) of MOFCOM to introduce relevant ongoing and future projectsin Zhangjiakou and have a roundtable discussion on business opportunities for our member companies.
ECIPU was established in 2013 under MOFCOM, to promote exchange of domestic enterprise and world Chinese merchants by leveraging recourses of Chinese and foreign strategic partner organizations. It has over 60 member companies, which are all domestic companies including major SOEs primarily focusing on urbanization, industrial parks, smart cities. ECIPU has engaged with various local governments on the development of sustainable industrial parks, environment management as well as EU-China Urbanization Partnership. At the meeting, Ms. Huang Yumin, Executive Secretary General of ECIPU will first give a brief introduction on ECIPU and its relations with MOFCOM, followed by the presentation on Cooperation in Developing EU-China Characteristic Towns in the City of Zhangjiakou: Integration of Culture, Education, Science and Tourism by Mr. Zhang Kun, President of TUNGTAI International Holding Group Limited. (通泰国际) (former Director of European Investment Promotion Center at MOFCOM and former Mayor’s Assistant of Zhangjiakou’s People’s Government).

As always, we welcome your suggestions for possible agenda topics and speakers for future meetings. We encourage as many of our members as possible to attend to have their say in the leadership and representation of the Working Group in the year ahead.
Election:
Should you be interested in running the Chair and Vice Chair Election, the Chamber is kindly advice to firstly read the attached document which outlines the roles and responsibilities of a Working Group Chairperson. Based on past experiences, for Construction Working Group, the dedicated time of a Chairperson is about 20% of his/her time and of a Vice Chairperson is about 10% of his/her time.
Should you be interested in putting your name forward for election, please, firstly, read the attached Working Group Chairs’ Code of Conduct and Roles and Responsibilities documents. To apply, please send 1) a short biography and 2) motivation letter, stating whether you intend to run for Chair or Vice Chair to Kevin GAO at kgao@europeanchamber.com.cn by Friday, 10 March 2017, COB. Please kindly note that all relevant documents will be circulated to members in advance for review and consideration, and the application after the deadlines will not be considered.
Background and Procedures:
The Construction Working Group Chairs and Vice Chairs play a crucial role in driving the Group. The responsibilities of Chairpersons include taking a leading role in the drafting of the Position Paper, communicating key messages to the Chinese and European governments and steering Group meetings. The required characteristics of a Chair and Vice Chair are a senior industry representative with relevant industry expertise and government contacts who has the time and willingness to support the group. Previous participation in the Group is essential.
In accordance with European Chamber internal guidelines, the Business Manager will send another email to the Working Group at least 7 days prior to the election with the bios and motivation letters of all candidates attached. Voting for the election must be conducted in person at the Group meeting (one vote per company) after each candidate has been given an opportunity to give a short speech on why they would like to run for election. The duration of the term for both Chairs and Vice Chairs is one year. All elected Chairpersons must sign the attached Code of Conduct following election.
The maximum duration of Chairperson or Vice Chairperson is three consecutive years. Candidates are only eligible for Chair or Vice Chair positions if he/she is physically based in China. Only Corporate members are eligible for Chair and Vice Chair positions.
