2018 Xiongan New Area International Forum on Ultra-low Energy Building

On 19th September, the European Chamber led a delegation of 13 representatives to attend the International Forum on Ultra-low Energy Buildings in Xiongan New Area 2018. The forum was hosted by the Xiongan New Area Administrative Committee, Baoding Municipal Government, Hebei Provincial Department of Environmental Protection, Hebei Provincial Department of Housing and Urban-rural Development and the Architectural Society of China.

Dr Chen Gang, Deputy Governor of Hebei Provincial Government and Head of Xiongan Administrative Committee, addressed at the morning’s main forum featuring the topic on practice and development of ultra-low energy building in China. As Dr Chen Gang emphasized, the development of Xiongan New Area will stick to the principle of respecting and protecting the nature. Promoting the ultra-low energy building in Xiongan will be help China achieve the goal of mankind common wealth and establish the ecological civilisation. Given that ultra-low energy buildings or passive houses have provided the new solution to challenges of urbanisation, Dr Chen pointed out that the construction of Xiongan Citizen Service Centre, temporary though, has achieved 50 per cent reduction on energy consumption compared to average public service facilities in China. Dr Chen made the commitment that the coverage of green buildings in Xiongan New Area will achieve 100 per cent, and the Hebei Provincial Government will continue to publish promotion policies and standards on ultra-low energy buildings.

The European Chamber delegation also attended a sub-forum on the industrial development of prefabricated ultra-low energy buildings organised by the China State Construction Engineering Corporation. Experts from the Ministry of Housing and Urban-rural Development (MOHURD), the China Construction Industry Association as well as European associations and institutes for green buildings shared insights on policies, standards, and technological innovation in prefabricated ultra-low energy buildings.

During this forum, the Chamber delegation successfully presented the European Chamber Position Paper 2018/2019 to Mr. Guo Jianying, Mayor of Baoding Municipal Government, Mr. Han Xiaojie, Party Chief of Gaobeidian City, and Ms. Wen Linfeng, Deputy Director General, Centre of Science and Technology and Industrialisation Development of MOHURD.
