Meeting with Deputy Director General Hao Yunhong, MPS

To address members’ concern over the implementation of Management Law of Foreign Non-Governmental Organizations' within Mainland China, Chamber met with Ministry of Public Security’s Bureau of Foreign NGO Management on Thursday 21 July, 2016.

European Chamber Beijing Chapter General Manager and Head of Government Affairs, Ms. Maggie Xie introduced the Chamber in general and briefed on the concerns related to the Law, such as timetable for implementation, the process of registration of representative office, filing requirements of temporary activities, DDG Hao said that the Chinese government welcomes overseas NGOs to operate in China, benefiting the economic development and people’s welfare. The ultimate purpose of the adoption of the Law on the Management of Foreign Non-Governmental Organizations' Activities Within Mainland China is to better serve these foreign NGOs and safeguard their legitimate rights and interests. Representatives from the CSR Forum asked some specific questions and Deputy Director Li Chao answered the questions and clarified on some issues raised by the Chamber. According to DDG Hao, his department is working on the guidelines to implement the Law and a catalogue of professional supervisory authorities, and will release these documents so that foreign NGOs will make better preparations for the final implementation of the Law. Maggie said that the Chamber would like to maintain communications with the MPS and hope to organize events/meetings to invite officials from the MPS to interact with members face to face in the future.
